I just checked on the Expat help association web site.
They have an office in San Miguel and the times we have used them, you can not fault their friendly help and advice

This is what they say about applying for your residencia

APPLICATION FOR A RESIDENT’S CERTIFICATE

A Resident’s certificate is a document issued to an EU citizen who becomes a resident of Spain.

TO OBTAIN A ‘RESIDENT’S CERTIFICATE’

Step 1 You need to obtain a Bank paying-in slip called Modelo 790. This can be obtained from the National Police stations listed below and also at their office in Plaza Molino . Torrevieja. This form has to be taken to a Bank where you will pay the fee for the Residents Certificate which is 6.70€.

Step 2To obtain the Certificate you will need:
A completed application form EX16. and 1 photocopy of it. (This form is also available from the National Police Offices, the HELP office, or it can be downloaded from the website of the Spanish Ministry of the Interior. (The address is .:Ministerio del Interior - España :.)Your passport and a photocopy of it.
· Your NIE number.
· A recent copy of a Padron

Take the items listed above to one the following offices:
Oficina de Extranjeros, Calle Campo de Mirra 6, Gran Via, Alicante. (Open Monday to Friday 9am – 2pm and 4pm – 7pm.)

The Policia Nacional Office at Calle Sol. Orihuela. if you reside in the Orihuela Costa area open 4.00pm to 7.00pm

The Policia Nacional Office at Calle Abeto 1. Elche, if you reside within the municipal boundary of Torrevieja or Rojales. open 9.00am to 2.00pm

When we looked into this and started the ball rolling, you obtained both bits of paper work on the first trip to the police station.

Took the bank slip and payed at a local bank and got it stamped there

We were told that at the time, they did a limited amount of residencias each day and people were getting to the Police station we were going to use in Elche at 5 or 6am to start q'ing

But I have since heard that some have got away with turning up at 9am, receiving a time to return and the process only taking a short period once you return
