Default certificado de habitacion

We have just learned we ought have one of these especially if we're considering selling our house but have never heard of it before now. Can anyine shed any light upon it please?

The certificado de habitacion should have been issued prior to the electric and water being connected.

This is the definition of the certificate

Cédula de habitabilidad (Certificate of habitability): A certificate certifying that a property can be lived in, which is issued when a building conforms with the building standards and codes. It must be issued before the electricity can be connected or a gas contract signed

The next bit is taken from the Round Town News

Much obliged; am not too worried. We don't have mains water, the house pre-dates the supply of electricity. Shall nevertheless persue the matter. Thanks in partic for clarifying the spilling of the wurds (!).
